  MAYOR'S CORNER

"BOW WOW" 
Well it’s almost spring time and the deadline to renew the city dog tag for your beloved pet.  All dogs within the city limits of Eufaula are required to be tagged by the city ofEufaula by April 15.  Our City Ordinance Part 4, Chapter 1, Article B, Section 121 states:

 A.     A charge of fifteen dollars ($15) per year for every male or female dog more than six (6) months of age.  The fee will be waived when proof of documentation of spaying or neutering is presented from veterinarian.  
 
Lost tags will be replaced for a fee of five dollars($5.00).

The owner must also show proof of current rabies vaccination to receive their tag.  The tag will be considered lifetime, however, if the dog is found wandering outside the home or fence without a lease the dogcatcher or police officer may ask for current documentation of rabies vaccination. There is a $100 fine if your dog is found and it does not have a tag or current rabies vaccination.  There is a $200 fine for each subsequent offense.  

This law is put in place to protect our citizens and you as the owner.  Also, should your beloved pet wandered away from your home or outside the fenced area a tag could assist in the safe and quick return of your dog.  

Other ordinances’ involving your animal that you need to be aware of is:
 1.     It is unlawful for any animal to be at large at any time within the city.  
2.     It is unlawful to open any enclosure in which any animal is confined or turn an animal at large.
3.     It is unlawful to keep any dog which is barking, howling or otherwise, disturbs the peace and quiet of any person.
4.     Not more than three (3) dogs or cats may be kept in any residence.
5.     It is unlawful to have a dangerous dog in the city without a certificate of registration
6.     Owner shall affix city tag to collar so it can be easily seen by officers of the city
7.     It is unlawful to sell, offer or exchange dogs at flea markets, in commercial or retail parking lots, public
parks, playgrounds, recreational areas and along highways or roadsides within the city limits.

"Transformation"
Almost every day of the month there is a group or organization in Eufaula that are meeting to discuss ways that we can make our city better.  They are looking at what it will take  to generate positive change and growth in Eufaula.   Educators, ministers, non-profits, civic organizations, business leaders, and even state and county agencies are all asking the same thing.  No matter who asks the question the answer is the same, personal transformations.

No amount of police task forces, code enforcement officers, youth programs, or government handouts ill create real change in our community.  Until an individual decides to make a personal investment in their own life, education, city or future, little can be done for them.  Without personal esponsibility for family, health, property and our city we will not see the outcomes we long for.


The attitude prominent in our city is one that dwells on needs and shortcomings, instead of the resources and opportunities that could help overcome them.  We place blame and make excuses, we are caught up and content with our own lives.  Change requires a personal call to action.

 Eufaula can be a city of new beginnings, a place that takes you to who you want to be.  You can get healthier, get a degree, get connected, learn a trade, rehabilitate, volunteer, find faith, start a family or start a business.

The opportunities are all around us, but we must initiate a shift from entitlements to empowerment, from enabling to achievement, from complacency to action.  I urge you to escape complacency and be part of our city’s transformation.  Get involved.Volunteer.


“Too Good For Drugs!”

 Recently, through grant funding the Eufaula Schools have been able to obtain a new program called “Too Good For Drugs”.  This program will be instructed by
members of the Community Coalition, law enforcement and others including parents that wish to be involved.  When the word was sent out looking for instructors, I spoke to the Police Chief, and told him I would like our Police Department to be involved.  We attended the meeting together and the chief was willing to step up
and offered to teach a class himself.  The task:  eight graders!  After the first encounter he seemed ready to pull out his hair!  Well, if he had any.  I suggested back up.  However, many of the officers being parents know better than to tackle a room full of eight graders.  They are the top of the chain at the middle school you know.  I guess I shouldn’t jest so much!  I know the chief will be a great teacher and influence for our young people, but I have to admit; thinking of him facing a room full of eight graders does make me smile.  

“Too Good For Drugs” encompasses such things as goal setting, decision making, managing emotions, and a host of information regarding drug abuse and
resistance.  The program is to be taught at the 6th, 7th and 8th grade levels to all students over the course of the School year.  Principal Whelan and Mrs. Kim Woodruff have been instrumental in arranging for “Too Good For Drugs” to be presented locally.

 Again this year the Eufaula Police Department will be offering the DARE program.  The Drug Abuse Resistance and Education (DARE) program has been in
existence for nearly two decades.  The program is now taught in over 40 countries and produced in numerous languages.  It is one of the most highly
recognized drug prevention programs in existence and encompasses grades 1-12 with an additional parenting program for young parents.

The primary focus of the DARE program has always been at the 5th and 6th grade levels.  This is when our young people are most impressionable and susceptible to outside influence and peer pressure.  It is at this point that young people will be making choices that will have a direct impact on the remainder of their lives. 
Because of this, the Eufaula Police Department has continued to provide the DARE program to the 5th grade students in the Eufaula Schools.  The department does have officers certified to facilitate all levels of the program, however, with limited funding we have elected to focus on the 5th grade level.

I appreciate our Eufaula Police Department and the commitment they make to our community and the future and safety of our young people.

 “STREET CLOSED!”
Yes, there has been quite a few of those lately.  I have had concerns, complaints and a few cussing’s but most people seem to be glad to see some progress happening.  The city has replaced many old sewer and water lines lately.  Although there are some rough roads left behind from the work, they will be paved very soon.  Please be patient.  

And I know what you’re thinking!  “Not another letter about our drinking water.”  What does it mean?  The City of Eufaula’s Public Works Authority must do regular testing.  The average percentage is based on a time period of twelve-months.  The City of Eufaula has been making upgrades and adjustments at the water plant to meet the stringent requirements and have been making significant progress.  The Total Organic Carbon removal has been at 94% since January 1st of this year, up from 80% during the same time the previous year.  Accordingly, the Total Trihalomethanes (TTHMs) has improved by 23% to near compliance. We have been and ill continue to work with DEQ to improve the water quality including different testing procedures for TOC removal and control of TTHM formation in the
system.

"UNWIELDY WEEDS?  THE CITY IS WATCHING!"

 How tall is your grass, how high are the weeks in your yard and that about the trash?  If it’s more than a foot high, you need to cut it back or face the consequences.  Trash too, must be removed by the property owners as it collects.

Yes it’s time for the “WEED POLICE”.  The City of Eufaula has code enforcement personnel who will patrol the city neighborhoods and respond to complaints about overgrown vegetation and trash. Rodents and insects like to habitat in taller vegetation. Junked vehicles and trash are another source of health and safety
hazards.

Targeted overgrown yards, vacant commercial property and residential lots are a sore spot for citizens and visitors to Eufaula.  Community pride must start at home in order to become effective and an ongoing program. Civic groups like the successful Team Up to Clean Up directed by Patty Daniel along with informed citizens can make a visual and continuing difference.

In the past several years over 900 letters have been sent and in addition, City personal visits to the ordinance offending property have been made.  If the code enforcement personnel determine a property owner is in violation of the city code, the will send a letter requesting the owner cut or destroy the weeds and remove
trash.

The property owner could also receive a citation with a mandatory penalty of $100.  
I know you may have heard this message before, but it is so important!  Keep pride in your hometown. Keep Eufaula beautiful, spay and neuter your pets and God Bless the City of Eufaula!


"WHY SHOP LOCAL?"
 Local businesses are the driving force behind the Oklahoma economy.  These businesses are required to collect sales taxes from their customers and remit to the Oklahoma Tax Commission.  These businesses are the backbone of the Eufaula economy and employer of your friends, family and neighbors.  These businesses also sponsor our children’s little league teams and are involved in civic and community organizations.  When local customers stop shopping locally, businesses are forced to cut wages, jobs, charitable giving and local support.  Eventually many go out of business and Main Street becomes a ghost town.

 The city of Eufaula is dependent on local sales tax to fund all of our operations including police, fire, roads, parks, libraries, water, sewer, road maintenance, Kats, animal shelter, cemeteries and more.  You might ask “why is that?”  Citizens may think, “I pay plenty of property tax for municipal services!”  The truth is that
Oklahoma is the only state where cities and towns do not receive ad valorem (property tax) revenues for general operations.

 As busy as the malls may seem at this time of year, there are even more shoppers choosing to stay in from the cold, and for convenience, shopping from their
computers.  “Cyber Monday 2012” was the largest online shopping day in history with an estimated $1.5 billion spent.  While that may sound really good for our national economy as a whole, it has a huge negative impact on the businesses and municipalities here in Oklahoma.  

Unlike brick and mortar businesses, many out-of-state online companies do not charge sales tax at the time of purchase. This gives them an unfair advantage over local businesses, the backbone of the local economy.  Tax-free online shopping places the burden of paying the taxes on the customer, who is generally unaware that this “use” tax must be claimed and paid on their yearly state tax return.   If you have chosen to shop online, remember to “save those receipts, so you will have
them when it is time to file your yearly Oklahoma tax return – to do your duty and pay the use tax legally required for your online purchases.”  

We need to do a better job of educating our citizens of this requirement.   This tax is remitted so rarely by the customer that some experts estimate Oklahoma municipalities are losing up to $225 million per year in tax revenue.  This lost revenue means fewer police and firefighters, less money for street maintenance and higher fees for utility services.  
 
If you decide to stay out of the cold and shop online, we encourage you to do the right thing and claim these purchases when filing your Oklahoma taxes.  The city of Eufaula and the local businesses thank you!

"Eufaula Enforces Scofflaw Laws"
 The City of Eufaulahas recently taken steps to help recover unpaid debts and fines that are owed.  The City’s newly enhanced program will include a 35% cost of collection being added to any outstanding balance, as called for by Oklahomastatute. In addition, delinquent payments will soon be reported to the individual’s credit file, where it will have a significant negative impact on their credit score for up to seven years. The City also plans to submit eligible unpaid debts to the State to withhold any potential tax refunds from individuals who are delinquent.

 According to Mayor Selina Jayne-Dornan, “Eufaula has always been a community where everyone pulls their own weight.  However, there are a few people who have made the decision to not be accountable for the money they owe the City. As Mayor, I owe it to every person who pays their bills on time, every time, to do my best to collect all debts that are owed. These scofflaws will not like paying an increased fine or the other consequences of non-payment; but I firmly believe they will think twice before they refuse to pay the City in the future.”

 The newly enhanced program will begin within the coming weeks.


“Joy to the World”
As we leave behind 2012 and look forward to a brand new year, I reflect on the past year and the things that we have accomplished here at the City of Eufaula.  I appreciate the patience of our citizens with all the torn up streets and the inconvenience of detours and bumps.  The outcome will be one that will help our infrastructure greatly.  Maybe not something that is visible but something that will benefit the citizens for years to come. The expansion of the wastewater plant is looking good and also is very much needed. The airport has reached compliance and will have a new perimeter fence soon.  Plans for the future are made daily and our roads are at the top of our wish list.  I want to say thank you to all city council members, staff, public works, police department and fire department.  Your dedication and commitment to our city is invaluable.  I also want to thank all the civic organizations that volunteer their time and resources for the City of Eufaula.  The first half of our fiscal year has shown a slight continual growth of sales tax.  More people are shopping locally and taking pride in their city. The economy has been tough but we remain positive because Eufaula has so much to offer.

“Happy New Year” 2013!
 Who needs fireworks? This year has started with a bang and hasn’t slowed down!  It seems the McIntosh bug has made its rounds and has hit several at city hall. 
We all seem to be recuperating now and playing catch up on work.  My calendar seemed to fill up fast and the month has flown by.  
 
Updates!!  We are nearing the completion of our sewer line work and hope to have the roads up and complete soon.  Again we apologize for the delay; however, Mother Nature has had a hand in it.  

Plans are underway for the 2nd Annual Heritage Day to be held on April 20th. Booth space is still available for vendors and fundraising groups.  Want to contribute to the fun?  Entertainment or musical acts are welcome.  We are again looking for a Mr. & Mrs. Heritage Day to represent Eufaula. Submit your entry by letter. Please call Trish at City Hall for info; 918-689-2534. 

T Max Nelson, long time fireman and Fire Chief has retired.  We will miss his presence and we appreciate all that he has contributed to this city.

This month we celebrated Geek the Library Week at thelibrary.  What do you Geek?  Check out the Library, they have a wealth of information free to the public! Available are books, magazines, videos and much more.  Learn to use the computer and lots of fun activities available.  I have my library card; do you?  Become a Friend of the Library and join our monthly lunches and book review’s.  I am looking forward to “Eufaula has Talent”on February 23rd, an annual fundraiser for the library.

I want to thank all the volunteers at the Animal Shelter, who have continued caring for our abandoned dogs even in adverse conditions.  Hang in there!  We have received more funding and hope to begin construction in the near future once a location can be agreed upon.

On a sad note, we lost a Eufaula Police Department officer to a heart attack.  Officer John Dominic will be missed.  We appreciate the service and dedication he gave to the citizens of the City of Eufaula.

“I’M OK!”

 The safety and welfare of the citizens of Eufaula is very important to me.  The elderly and the kids hold a special place in my heart, so I was happy to encourage the Eufaula Police Department to reinstate the I’m OK! Program.  

I’m OK! Is an outreach program for the elderly over, latch key kids, home bound or those with special conditions.  I’m OK is just one more service provided to improve the quality of life for the Citizens of Eufaula.  Information voluntarily submitted will include name, address, phone number and neighbors or relatives to contact should an emergency arise.  Chronic illnesses, personal physician information and special conditions may also be put in the database.  Working parents can be assured their children are safe at home after school.

How it works:  After you are registered, simply dial 918-689-2172 each day at your selected time.  The dispatcher will note that you are OK.  If you forget to call or are unable to call, the designated contact person will be alerted that there could be a problem.  If no contact is made, a police officer will be sent to check the residence.  

Rest assured that the City of Eufaula and the Eufaula Polic Department is looking out for your best interest.  Tell your friends and family about this program.

To apply call City Hall at 918-689-2532 with the pertinent information.  The information will be submitted to the Police Department and a dispatcher will call you to confirm the phone number and the time you will be called.  Simple guidelines are:  you must live within the city limits, be over 65 or have a special health condition or be the parent of a latch key child.  You must notify the police department  in advance if you will not be able to call because of doctor visits, being out of town or any other obligations.  Be aware that if you fail to call because of personal reasons, they do have a 3 strike rule and you will be dropped from the program.

“Blowing in the Wind”
 Did you know that the average warning time for a tornado is six to ten minutes?  Most people take several minutes just to gather up their things and their family and get into the car.  Then you figure less than a mile a minute driving time – well the result is people leaving the relative safety of their home to be caught out in storm. Many deaths and injuries occur in a vehicle while trying to get to a shelter.  

Keeping this in mind, the City of Eufaula is in the process of applying for a grant from FEMA for a reimbursement on the construction of individual safe rooms.  The purpose of the grant is to reimburse property owners for the installation of individual safe rooms on their residence property. The reimbursement will be up to $2,000.00 for an above or below ground safe room once funds are received by FEMA. 

The deadline is fast approaching so pick up your application and submit it to the City Clerk’s office at City Hall.  We have extended the deadline until September 28th to allow more applications, so pick yours up today.  

Rules and guidelines are: property must be owned by you and your permanent residence, sorry rentalproperty does not qualify.  Your property must be located within the city limits. You cannot install the safe room until after approval by FEMA and the City of Eufaula.  Part of the approval process will include floodplain, archeological and historical approval.

Funding is pending City of Eufaula’s application to FEMA.  If we are funded by FEMA, then the owner will install the approved safe room, pay the contractor and then apply for the reimbursement.  That could take 30 to 90 days depending on how fast FEMA can process the payment request.  Also, the safe room must meet or exceed FEMA 320 standards.  

I hope that this project will be beneficial to the citizens of Eufaula and to their safety.  If you don’t have a storm shelter, safe room or as we called it a good ole cellar, then please have a plan for severe weather. Purchase a weather monitor or weather radio and sign up for weather text warnings.  Figure out in advance where your nearest shelter is or the safest place in your home.  Valuable time can be lost trying to figure out what to do.  I’m lucky to have a great neighbor who has extended permission to share her shelter if needed.  
 
According to our Emergency Management Director, the only FEMA approved storm shelter for Eufaula is the safe rooms at the Eufaula Elementary and Middle Schools.  However, they are only available to the public when school is out.

“IT TAKES A VILLAGE”
 We have all heard that old saying pertaining to raising children.  As Mayor, I feel that maternal responsibility for the City of Eufaula. I applaud the high school band and beam at all their accolades.  I root for the Ironhead football team and am proud regardless of the outcome, because I know they tried their best.  I’m excited when the town and businesses are bustling and enjoy driving around looking at our beautiful little city.It’s a joy and a pleasure to see Eufaula litter free and spruced up with attractive flowers and new trees.  I’m happy to see progress even though our streets are being torn up and there’s some inconvenience.  I know it’s important for growth and it makes our little city look alive again!!

And like many nurturers’ and caretakers it’s hard to provide all that is necessary on a shoestring budget. That’s where the village comes in, or in our case “Team Up to Clean Up!!   We are so fortunate to have this organization that provides financial support, their time and hard work along with blood, sweat and tears.  They are forever diligent, committed and will not let anything get in their way.  

TUCU organized as a non-profit tax status in 2012 and is an affiliate of Keep Oklahoma Beautiful. They not only look after the City of Eufaula but also the surrounding  lake area.  They contributed and participated in many events in 2012.  Some things specifically for the City of Eufaula were:  The Eufaula Heritage Days Festival and the 4th Annual Great American Cleanup.  TUCU renovated two planters in Posey Park.  They distributed 30 cigarette butt receptacles with signage on Main Street.  They planted, fertilized, mulched, watered and weeded annual and perennial flowering plants in Eufaula planters.  As well as 35 trees planted at Posey Park, the tennis court, Main Street and Osborn Park. They replaced signs for Posey Park and Osborn Park. And the list goes on and on.

 Sometimes here at city hall we are overwhelmed with the amount of work orders we have and how easy it is to become backlogged.  Often we have to prioritize by the need; such as water or sewer breaks.  Trash, street cleaning and landscaping falls to the bottom of the list.  But thanks to this organization and their help, we are able to maintain an attractive city which is appealing to visitors and a boost to our economy.  I cannot express enough the gratitude I have for Team Up to Clean Up and the contribution they make to our city, our village; Eufaula.  And it does take the whole village, working together to make it a better place to live.

I also want to personally thank Patti Daniels and Pam Husky whom you may see on any given Sunday sweeping our streets, picking up litter and pruning the flower beds. Dedication.   Heart.  Pride.

 Be a part of the village. Put litter in trash containers, cigarette butts in the receptacles and support your local school extracurricular activities and our businesses.

 "Tempus fugit!"
Time flees!  Wow.  As we come to the end of our busy season here in Eufaula, and start a new school year I realize I’ve now been in office for over a year. Although there were many projects that needed attention and some obstacles to overcome, I feel that Eufaula has moved forward a bit in the last year.  There are even more projects coming down the road and I project a healthy future for Eufaula.

I want to thank all of the faithful readers who comment on my column and who stop me and ask why there hasn’t been one lately!  I do apologize that sometimes I get so involved in a current project that I don’t have time to stop and get my thoughts together on a column.  But I do plan to keep them coming, although it may not always be weekly.  People have commented that they like the information they are getting.  I want to encourage the readers to also send the Indian Journal or city hall any questions, concerns or comments on items you would like to see discussed in the Mayor’ s Corner.  
 
We have had some fun and successful events since my last writing.  The Women’s Defense class was fun and informative and quite the success.  I tried to teach my new moves to my six year old granddaughter but she has had Taekwondo classes and – well you can imagine the rest.  I do want to thank my ole friend Johnny Nixon again for instructing the class as well as Officer Stevens who came to be the guinea pig.  In a room full of women –brave man.  Also several other officers were on hand to assist and critique. Don’t think I didn’t notice their attempts to keep from laughing, although I did appreciate their effort. We have had requests to have another class so we are planning another class on September 20, 2012 at 5:30 pm at the community center.  Call city hall at 918-689-2532 to sign up.  
 
Our“National Night Out Against Crime” had a great turn out for our first year.  The weather was very cooperative and comfortable with just a slight misting. Many thanks again to all the donors of water and those who manned water stations.  Again the law enforcement was out in full force to support the cause and escort the walkers from city hall to the VFW.  This was a strong symbolic effort from the citizens showing concern with the crime in our city.  The VFW was a gracious host after our over 2 mile walk, serving refreshments and allowing us to have a question and answer session with representatives from different law enforcement agencies and departments.  We appreciate all those who took part and assisted in this important event.

“Up, Up and Away”
 A cute song and something many local pilots experience as they utilize the Eufaula MunicipalAirport. Great strides have been taken to bring our airport back into compliance with the FAA. Many items were found to be out of compliance, which threatened the city receiving grants and even possibly having to repay past grants because of lack of maintenance & upkeep. 

When I came into office twenty-two (22) airstrip lights were broken or completely missing, and others burned out. The beacon was not operational and the grounds were un-kept. The approach on both ends of the runways had trees as obstructions. The biggest problem was patches of the runway had loose gravel and was causing danger to aircraft landing and to the propellers and body of the
planes.

 After attending a conference to learn more about aviation and municipal airports, I made it a mission to return our airport to compliance. With the help of my Airport Advisory Committee which consist of pilots, ground lease holders, council member Roger Barton and of course City Community Development Director Gordon Pennington, we put a plan into place.  With the help of our Public Works we are getting a lot of work done. 

Things are looking up (no pun intended) at our little EufaulaAirport. The Oklahoma Aviation Commission is helping us with a grant to repair the bad patches on the runway and a plan to overlay the whole runway & apron is in the works. All the lights and beacon are working and if you drive by at night, it’s amazing and exciting to see. The first night I saw the beacon flashing across the sky brought such a feeling of relief and accomplishment! Of course, we still have a long road ahead!  Please drive by and take a look at all
the improvements.

However, I must warn all citizens that it is an active airport. Please do not walk, ride horses, or ATV’s on the grounds especially the runway; that is how many of the lights were broken. Not only does it compromise the airstrip, most importantly, it puts you life and the pilot’s lives at danger. I was recently told of an incident where some people were riding horses on the runway and didn’t hear an approaching plane.  A passer by saw he situation and flagged the trespassers of the danger.  This could have been a serious accident. So please stay off the airport runway and grounds.

Plans are being made to apply for an FAA Grant to surround the airport compound with a six-foot fence. This would be for the protection of the airport and citizens. The airport is a viable asset to the city, an important tool to attracting tourist and business enterprise, and growth of our economy.  Some of our local pilots have organized the Gentle Giant Flying Council and hope to promote our airport and encourage airport activity.

“WALK THE TALK”
 Almost daily I will have complaints or concerns about the crime and drugs in Eufaula. There are citizens who are afraid to sit on their porch or take a walk in their own neighborhood. Spirits are low and citizens don’t know what to do.  Others just turn their back or look the other way.  

I urge you to unite with the citizens of Eufaula and Take Our City Back!  On Tuesday, August 7, 2012 the City of Eufaula will participate in the National Night Out Against Crime.  Join us at 7:00 P.M. at the City Hall when we will walk in protest to the crime and drugs that are inundating our city.  Our walk to the VFW will encourage our community and show unity with all citizens and organizations and heighten crimeand drug prevention awareness. We want to generate support for local anti crime programs and to strengthen neighborhood spirit and send a message to criminals.  
 
Once we rally at the VFW, they have generously offered to provide refreshments while we have a question and answer session with the Eufaula Police Department and other law enforcement.  They will be on hand to explain procedure and steps that can be taken by citizens.  Do you have concerns or questions you want answered?  This is your chance to be heard.  
 
If you are unable to walk with us you can volunteer at a watering station or at city hall with registration, parking, crowd control or just be on the street to encourage the walkers! Churches and organizations are being asked to sponsor a watering station and be on hand
to hand out water or Gatorade or a resting spot to the walk participants.

“WATER – COOL, COOL WATER”
As the temperature rises and our gardens and lawns begin to suffer, we see a rise in the consumption of water.  People are beginning to fill their swimming pools for summer fun and then here comes the dreaded water bill. 

I’ve been asked by the city council to look into the many delinquent water accounts we have.  Because of the history and the impact that it has on your tax dollars and the finances of the city I have had to update and implement Utility Bill Guidelines.  It was enclosed with your water bill, but for those who may have not seen it, let me do a recap.

The City of Eufaula Utility bills are printed between the 15th to the 20th of every month.  Payment is due on the fifth (5th).  Failure to receive a bill does not void your obligation for payment.  Payments must be received by the tenth (10th) of every month to avoid a penalty of $10 or 10%, whichever is greater.  If payment is not received by the 20th a cut off notice will be sent.  Once service is terminated a reconnection fee of $75 is due prior to service reconnection.  Reconnections will only be made during normal business hours between 8:00 a.m. and 5:00 p.m., Monday through Friday.  Furthermore, the amount required for deposit will be double. (Codifier:  Chapter 2, Sec 17-206, Paragraph 3).                                                                                                         

Failure to pay within 30 days after termination will result in a 35% fee being added to any outstanding balance.  The total amount will then be forwarded to a collection agency for further processing. 

It is a violation to tamper with water meters, and carries a fine of up to $500.00 (Ord. 12-01-1, 1-12-2012).  Should it become necessary to pull the water meter, an additional re-setting fee of $150.00 will be charged.

A Hardship Payment Plan Agreement is available.  Customer must agree to make scheduled payments and the current balance plus penalties must be paid and remain current.  Penalties will continue to apply until balance is paid in full.  Deviation from the plan will result in immediate termination of utility service and forfeit any future payment plan agreements.

Allowances for excessive bills resulting from leakage will be granted only when the receipt or invoice is presented to the Utility Clerk in a timely manner and evidence clearly shows the apparent excessive bill is due to leaking pipes or fixtures and not wastefulness.  No more than one adjustment, per utility account, will be made within a six (6) month period.  (SC, Ch 2, Sec 17-208)

Let’s not take our water for granted.  It is a necessity.  The Eufaula Public Works is a business.   In January we paid $153,010 to the Corps of Engineers for the cost of 709 acre-feet of water supply storage, user’s share of water supply conduit, operation and maintenance.  This was a project that had been in the works and was paid with Bond Money.  It assures the City of Eufaula adequate water supply for the future.

“Oh Say Can You See?”

 As we approach another summer holiday and you plan your vacation or day at the lake, let’s remember the men and women who served our country and fought to keep America free! 

I’ve had a lot of calls regarding the date of our fireworks and celebration this year.  The City of Eufaula in partnership with the Eufaula Area Chamber of Commerce will hold the Fireworks Spectacular on the evening of Tuesday, July 3rd.  Bring your kids early to enjoy fun on the many inflatable’s starting around noon.  The concession stand will be open to serve hot dogs, nachos, soft drinks and other goodies starting in the early afternoon.  We are excited to have this year live music to entertain the crowds from the band Blue Fish. Bring your chairs or blankets and enjoy the music followed by the fireworks around 9:00 or 9:30.  And YES, we are back at the ball field again.  Everyone seems to love this location and we are happy to have it back at its original spot.

Of course, with all the fun and celebration we need to remember safety.  Please supervise your children when handling fireworks.  Remember we have not had a lot of rain, so be careful!  Also there are ordinances in place regarding the use and sale of fireworks.  This is for your safety and the safety of your neighbor’s home.  So please be careful and courteous.  And remember as well, that there is a $100 fine for exploding, throwing or discharging fireworks from a motor vehicle. 

The city crew works very hard to get the parks and lakeshore ready for festivities.  Please be courteous and pick up your trash in the provided receptacles.

 “This Old House”
Pride within a city goes way beyond moving it forward, said Mayor Dewey Bartlett of Tulsa. I suggest going several steps further in taking pride in our City. Using a proactive approach the City can take back these nuisance buildings and structures through the initiation of new ordinances and stricter code enforcement. With the guidance of the Eufaula City Council, neglected and abandoned buildings and residential structures will be targeted for registration, rehabilitation or demolition. The majority of these targeted structures are allowed to exist by non-local owners.  

Our City has over 21 neglected buildings and 147 properties (both vacant and occupied) that reflect poorly on our community pride and specifically our neighborhoods. Pride is the major key to our quality of life in Eufaula. These owners both local and out of town must maintain their property as outlined in the City of Eufaula Code of Ordinances.  

Abandoned and vacant buildings and residential structures pose a serious threat to neighborhoods by becoming magnets for criminal activities such as drug sales, meth labs, fire and health hazards for our neighborhoods and business community.  

Under the direction of the City over 90 buildings both residential and commercial have been removed and replaced with either new construction or green belts within our community. Reviewing these locations finds most people including long time residents not realizing these neglected structures were ever in their community once they have been removed or rehabilitated.  

Let’s keep Eufaula beautiful…it starts from within!

“This and That”
 I want to send out a warm thank you to all the vendors and organizations that participated in our first annual Heritage Day Celebration.  The turn out was excellent and everyone seemed to have some good ole fashion fun.  The wheels are turning already for next year’s event.  I want to send a special thank you to my assistant and the festival coordinator Trish Roberts.  She was such a hard worker and deserves the praise.  Also, the public works crew was on top of everything and had the park looking beautiful.  They stayed with me to the very end and I appreciate them. 

I can’t forget to thank the great folks with “Team Up to Clean Up” for their work on helping to clean up the city, the new sign, the new trees and flowers in the planters and soon cigarette butt receptacles for Main Street.  We are very happy and lucky to have them as part of our city.  If you would like to volunteer your time, we can always use another set of hands.

And speaking of cleaning up, the crew is still trying to get around to all the homes that have trash to pick up.  Water and Sewer breaks have taken the crew off their rounds, but don’t give up they will be by. 

Just want to remind everyone that you are not allowed to burn rubbish within the city limits.  Only leaf and tree limb burning is allowed.  You must go to City Hall and apply for a Burning Permit.  There is no charge and is valid for three (3) days.  Here are the conditions and liability to having a managed vegetation burn in the city limits of Eufaula: 

1)      Only leaves and landscaping waste (tree limbs, etc.) are allowed.  No other items will be burned.

2)      Managed burn will not be closer than fifty (50) feet of any structure;

3)      Managed burn is allowed only between 10:00am and 4:00pm.  All embers must be extinguished prior to leaving the site.  No burning in commercial zone area as defined by the zoning ordinances of the city.

4)      Managed burn will not occur if wind speed is 10 MPH or higher;

5)      Managed burn will not occur should wind direction cause smoke to blow onto neighboring residences or commercial buildings;

6)      Managed burn will not be left unattended at any time;

7)      All liability and responsibility is assumed by the permit holder and will hold the City of Eufaula harmless for any liability should burn become out of control.

“A HOT TAMALE TOPIC!”

Sorry, couldn’t help myself.  There has been a lot of discussion if that’s what you call it by the ever pleasant (pun intended) internet group.  As is usual in a small town; a simple discussion has gone from a mole hill to Mt. Everest. 

A current item that has needed to be addressed for the city is the many different permit fees that are in place by the city and the state.  We have been doing research to make sure that we are compliant, justified and meet current standards.  Many permit fees have not been revisited since they became an ordinance. 

First let me explain a little bit about the process of ordinance creation.  Before making suggested changes to our ordinances I bring it before the city council for discussion and input from the different council people.  From there we usually form a committee to look at the item even further.  We take suggestions made, citizen concerns and compare ideas and look for the best situation and what will be best for our citizens and the city of Eufaula. 

One item that was brought to my attention recently was the Itinerant Sales or mobile vendor.  Many complaints were brought forward by local businesses and citizens because a few had begun to pop up around the city.

At our last city council meeting there was a lot of different ideas and discussion relating to the Itinerant Merchant and the type of permit fees that should be imposed.  I do believe there were a lot of different ideas but nothing was voted on.  It was simply a brain storming session.  We now have a committee to look into the different subcategories of permits including the Itinerant Merchant.

Let me clarify that we are not trying to run merchants out of town or take away your choice of meal.  As long as they have their sales tax permit, a vendor (business) permit, the food vendors have their Health Dept. inspection and certification and, permission to utilize the property they are set up on, then they are allowed to sell.

Ordinance 9-101 ITINERANT MERCHANTS DEFINED:  1.  Any individual, whether a resident of this city or not, travelling from place to place, from house to house, or from street to street without a fixed or established place of business in the city, and without representing a firm or person or corporation having a fixed or established place of business in the city for the purpose of: a) Selling, offering for sale or taking or attempting to take orders for the sale of goods, wares and merchandise, personal property of any nature for present or future delivery; or b) Selling, offering for sale or taking or attempting to take orders for the sale of services to be furnished or performed, [whether or not the person has, carries or displays a sample of the subject of the sale or whether he is collecting advance payments on the sale.  The term “itinerant merchant” includes the terms canvasser, solicitor, peddler, transient merchant or vendor, transient or itinerant photographer; and] 2. “Fixed or established place of business: means a place of business opened, owned or operated for the purpose of carrying on a permanent business but does not include any place of business owned or operated only for a temporary period of time.

Ordinance 9-102:  ITINERANT SALES PROHIBITED:  A. The practice of going to, in or upon the premises of any private residence in the city by solicitors, peddlers, hawkers, itinerant merchants or transient vendors or merchandise, without the express consent, request or invitation of the owner or owners or the occupants of such private residence, for the purpose of soliciting orders for the purchase or for the sale of goods, wares, merchandise, or publications of any description, or for the purpose of peddling, or hawking the same, or for the purpose of soliciting subscriptions thereto, is hereby prohibited.  B.  Excepted from the terms of this section are persons soliciting sales for or on behalf of charitable organizations, sales of produce, dairy products, fruit and vegetables.

Ordinance 9-103:  LICENSE FEES:  Any itinerant merchant shall pay the following fees for license and regulating purposes:  1. Ten Dollars ($10.00) as an initial application fee and investigative approval; and 2.  Five Dollars ($5.00) per week for each week or Twenty-five Dollars ($25.00) per year.

"Happy Birthday Eufaula!"
On April 21st we will celebrate 140 years as a thriving community.  The first annual Heritage Days will commemorate the growth, ingenuity and melting pot that defines Eufaula today.  Also this community event will kick off our summer season and allow our local churches and organizations the opportunity to have a fundraiser and some good old fashion fun.

Research by Loy Sunday, taken from the book “Eufaula:  A Pictorial History” states; By March 1872, construction of the tracks through the community had been completed; “the foundation of the Katy depot was built on an old buffalo wallow.”  At an Indian agent’s suggestion, Bob Stevens, the railroad engineer, named the station “Eufaula” which was an important village name in the history of the Muscogee (Creek) tribe.  The name is a contraction of the Creek name “yu-falah-le” and can be loosely interpreted “at this place, they split up and went into many parts of the country.”  However, this time the tribe did not split up.  Within a year those at the Creek settlement at North Fork Town moved together with their stores and households to the community at the new station. 

Our City Seal designed by former mayor Joe Johnson with contributions of ideas by different citizens well symbolizes our history and culture.  It features icons that have moved this city forward.  This seal will be the focal point on our Heritage Days T-shirts.

I hope you will plan to join us on April 21st.  Everything will take place at Posey Park beginning at 9am with arts and crafts, foods of all favor, refreshments and snacks.  We will have a parade starting at 10am with prize money to the best entry depicting Eufaula Heritage.  Musical entertainers will take the stage at the gazebo starting at 11:00am.  Watch next weeks paper for a full schedule of events.  Come join the fun.  There will be activities for the entire family and for all ages.

“One Man’s Trash is Another Man’s Treasure”

I’m sure you have all heard that saying.  One place to find those treasures is at the random GARAGE SALE!  When I was growing up my mother loved to browse the garage sales.  Even after I was grown, we often had to do a U-turn when we saw a garage sale sign. 

As the weather warms up and we pull out the summer clothes and get that spring fever bug, we start throwing out the old and bringing in the new.  It’s then time to make room and plan the garage sale.  Garage sales can be fun but also a lot of hard work.  Some people use it as a way to earn extra needed cash or just as a social event; but mostly to get rid of clutter or the unwanted item.

A successful garage sale takes much planning and organization.  First pick your date and times, then:  head on over to City Hall for your permit.  Yes indeed!  Ordinance 8-222 states the guidelines you must follow to legally have a garage sale within the Eufaula City limits.  It states:  garage sales are required to be permitted by the City of Eufaula.  A Garage Sale permit is $25.  Following the removal of all garage sale signs, a $20 refund will be issued.  Any garage sale, yard sale, patio sale or rummage sale shall run for no longer than three (3) days consecutively and shall then be discontinued for a period no shorter than 120 days before reopening.  All items shall be removed from public view and stored until such time as the sale is reopened.  As with any law, you could be fined if you do not obtain a permit.  A Police Officer may stop and ask for your permit if they see a garage sale in progress. 

In order to find the garage sale a good sign is a plus.  One with a readable address and arrows to point the way often catch the travelers’ eye.  But remember it is unlawful to attach any sign to telephone, electric or street lighting poles with the city limits.  Also signs must be removed within three (3) days.

Another tip is marketing your items.  Advertise if possible.  Take advantage of Facebook and free publications.  Organize your items and clearly mark the price desired.    Place furniture and large items in one area.  Of course, it is never a good idea to leave your sale unattended or your hard earned money out in the open.  Make it a social event by inviting friends or family to spend the day with you.  Your safety is important and it’s good to have others around. 

If you’re like me and have proclaimed never to hold another garage sale then there are many churches and charity organizations that could use your donated items to help the needy. 

Happy treasure hunting and remember to please remove and properly discard of your garage sale signs and left over items.  That is not a treasure – it is trash!  And yes, there are ordinances about that too!!

“On Patrol”

 I recently had the privilege of getting to ride in a patrol car.  No!  Not in the back seat!  I rode along with one of our police officers in order to get a better perspective of the duties and responsibilities, as well as get to know the officer. 

Did you know that our Eufaula Police Department is currently staffed by eleven sworn Police officers?  Each officer must attend the State of Oklahoma Basic Police Academy which is an intense fifteen weeks of training.  Additionally, they must receive a mandated amount of continuing education annually in order to maintain State Certification.  The department has a patrol section, investigations section and education section which encompasses the DARE Program and Senior Citizens Academy.

During my ride I was able to see how much distance is covered by an officer.  During my 1 ½ hour ride we covered nearly the whole city even with rushing back to back up another officer during a possible break in and a traffic stop.  The City of Eufaula encompasses slightly over ten square miles and has approximately 150 miles of roadways to be patrolled.  The average patrol mileage logged annually for the department is slightly over 105,000 miles.  A review of the department records indicates that response times to critical calls for service, ie:  fights, burglary alarms, rapes and disturbances is less than two minutes for an officer to arrive on the scene.

According to the Oklahoma Department of Transportation the average traffic count is slightly over 12,000 vehicles per day passing through downtown Eufaula which creates a substantial traffic control issue, especially during the summer months. 

Many of the “summer homes” are left vacant and unattended during the winter time which creates a prime target for thieves, and a threat to the safety of our citizens.  Additionally the City has a very high number of storage facilities, far higher than most cities of comparable size.  This creates further opportunity for thieves and a larger burden upon patrolmen. 

During one call, I watched from the patrol car the dedication and professionalism presented and was impressed.  Once I had the nerve to leave the vehicle I strolled over to visit with neighbors who had made the report and they seemed happy with the respond time and the through investigation of the situation.

I sometimes get complaints and concerns in my office regarding the police department.  I address each one with the Chief of Police and ask for a report which he submits on the status and handling procedure and outcome if available.  Disciplinary actions if needed are addressed and handled with follow up requests.  Police Chief Murray stated:  “I have found that most questions and concerns arise due to the public having a misunderstanding of the laws, and or a lack of understanding concerning officer safety practices.”  My hope as Mayor is that a good relationship can be maintained between the police department and the community.  That education and involvement with the community will help make our police department respected and our community feeling safe in their homes.

I plan to continue an occasional ride so I can get to know all the officers.  They are members of this community too.  They shop here; they have families, homes and children in school.  They have dedicated their lives to the betterment and safety of this community, often putting their personal safety on the line.

No one wants to sit in the back seat of the patrol car or on the side of the road with flashing lights behind you.  However, I’m glad to know these officers are looking after our city and your safety.  It’s an unappreciated job.  Maybe next time you see an officer, take a moment and say thank you.

“How much is that Doggie in the Window”?
Although that was a cute song and it brings back memories of that cute little puppy, we often forget that the cute little puppy grows up.  And then there’s the training, the feeding, the immunizations and all the loving attention needed. 

Unfortunately, in a lot of cases once the puppy is no longer cute, it is no longer wanted.  That is when the citizens are expected to pick up the bill.  What!  Oh yes, it’s your tax dollars that pay for the animal care and the dog catcher.

We have a problem in Eufaula of dogs and cats not being cared for by the owners and the results are over population and risk of rabies and safety of our citizens. 

Records reviewed back to 2006 revealed 1,050 dogs were picked up as strays.  The number of cats far exceeded that number.  Results were most ending up being euthanized. 

Registering and tagging your dogs at City Hall can help to eliminate this problem.  It assures we know who to contact if your precious pet should be lost or decide to take a walk out on its own. 

Since 2003 there has been a City Ordinance in place that states that there is an annual fee of $12.00 that is due by April 1.  You must present the certificate or tag for immunization against rabies.  Violation of this ordinance can result in a fine or imprisonment.

Since my term of office, we have had to euthanize only one dog, because it was very ill.  Beverly Ribaudo has been very helpful with her crusade to adopt and find homes for our stray guests.  Plans are being made to construct a new Animal Shelter with grant funds from EODD and community donations. 

Please spay your pet.  Remember that puppy grows up and there are sweet dogs looking for a loving adopted home.
Final reminder:  If you feed or house a stray pet, you have taken possession.  Please call City Hall or the Police Department to notify of stray or homeless dogs.

"HOW DOES THE CITY GET FUNDED?"
This seems to be a mystery to a lot of our citizens.  Many believe we get federal or state funding or even a portion of the Ad Valorem.  Wrong.

People are often surprised to know that the city is funded by only one source.  Sales Tax.  As a matter of fact only in Oklahoma is that 1 source sales tax.

How do other states fund Municipalities?  6 states provide 3 major sources of revenue for appropriations, ad valorem tax, income tax and sales tax.  27 states provide 2 major sources of revenue and 17 states provide only 1 major source of revenue.

Here are the Major Funding Sources for Oklahoma Governments.  State – 5:  Income Tax, Sales Taxes, Gross Production Taxes, Motor Vehicle Taxes and Numerous Other Taxes.  School District – 3: Ad Valorem, State Appropriation, and Federal Appropriation.  County – 3:  Ad Valorem, Resale Property and Sales Tax.  City – 1:  Sales Tax.

The “Walmart” Effect on Sales Tax.  Annual Sales Tax Revenue Per Person Per Penny (PPPP) – Makes comparisons possible regardless of size of city or rate of tax.  The average PPPP in a Walmart City is $139.  The average in a non-Walmart City is $72. 

Example:  For a 3,000 population municipality with a 3 cent sales tax rate, this means the difference in annual sales tax revenue of $603,000  ($1,251.00 in Walmart City and $648,000 in non-Walmart City).

Problems with Sales Tax Reliance.  Sales tax is a volatile source of revenue, and lacks the relative stability of property tax.  Consumer switch to Internet sales is resulting in significant loss of sales tax.  State and counties ability to levy sales tax crowds out the ability for cities to increase sales tax. 

Streets, litter pick up, water & sewer availability, line repairs, street lights, parks, cemeteries, animal control, maintenance, buildings and lake area are all taken care of by the city.  Of course then there are employee salaries, insurance, equipment, supplies and vehicles.  Let’s not forget the safety of the city and our police and fire departments.   The city maintains the community center which houses the senior nutrition, the library, the fire stations, the armory, the water plant, the sewer plant, the dog pound, the city barn and the city hall.

"Let’s talk trash."   
Since the implementation of the new Sanitation Contract between the City of Eufaula and Jim Hinds Sanitation, there have been many calls and questions to our Public Works Department. Our Trash Bins are 96 gallon which equal 3 of the 33 gallon trash cans that most citizens were using prior to the change.  FOR CITIZENS THAT CANNOT HANDLE THE LARGER TRASH CART OR DO NOT HAVE A LOT OF REFUSE, WE DO HAVE A SMALLER TRASH BIN THAT IS 65 GALLONS.  TO REQUEST A SMALLER CART PLEASE CALL 918-689-3182.

If additional carts are needed for excessive refuse, you may request additional carts for $6.00 each per month, which will be billed to your water bill.  Additional carts are available on a short term or long term basis depending on the customer’s need. Trash carts should be placed not farther than 4 feet from the curb (or street) with the arrow on the cart lid facing the street.

NO EXTRA TRASH WILL BE PICKED UP THAT IS OUTSIDE THESE CONTAINERS.  ALL TRASH MUST BE IN THE TRASH CART THAT IS BEING FURNISHED TO ALL CUSTOMERS.
EXTRA TRASH CAN BE TAKEN TO THE TRANSFER STATION (DUMP GROUND) FOR A SMALL FEE. 

FOR THE RESIDENTIAL CUSTOMER WITH EXTRA TRASH OR LARGE ITEMS, WE OFFER SIX (6) FREE DUMP DAYS A YEAR.  REMAINING DATES FOR THIS YEAR WILL BE:  APRIL 4TH, JUNE 6TH, AUGUST 1ST, OCTOBER 3RD AND DECEMBER 5TH, 2012.  This service is available to residential customers only.  Commercial users have a dumpster and may request extra service or increase the amount of times their dumpster is emptied per week. Also, for residential customers, we have a Citywide “Spring Clean-Up” once a year.  The city will pick up trash or large items from the curb or front yards.  That date has been set for April 14th. 

FEES:  $12 a month.  Statement will show $11.00 plus $1.00 Administration Fee.  Although Hinds Sanitation charges $12, the city retains $1.00 for handing their billing. 
We offer a Senior Discount of $10.50 for anyone over the age of 65.  Administration fee still applies.  The person whose name is on the account is the one that will receive the discount.  An ID is required that shows your date of birth and will be kept on file.  It is the responsibility of the customer to contact the water department if they qualify for a discount or if they move.

"MUNICIPAL STREET FUNDING"
A question I hear quite often is….”Why are our streets so bad!”  and then  “When are our streets going to be repaired!!”

Our streets like many of our buildings, water lines and sewer lines are just plain old.  I have had the crew patch and fill holes to help alleviate the problem but I agree it doesn’t fix the problem.  Besides not having the budget to properly repair streets at this time, the real problem lies below.  Below the streets that is.  Our priority is to fix the bad and old lines first instead of having to tear up good streets.  The recently implemented CIP will help us with these future projects and I am continually on the look out for grants that the city can utilize.

    • Federal highway statistics indicates that 54% of miles driven in Oklahoma are driven on municipal streets
State Tax Apportionments to Local Governments for Transportation Purposes
o       Counties $325 million statewide
o       Municipalities only $24 million  statewide
Annual allocation of street and alley revenue from the State for the City of Eufaula budgeted for 2011/12 fiscal year is $5200
o       While the cost to just light the streets is $108,000
The average cost to repave 1 city block is $13,500

"WHAT’S A CIP?!!"
We have been receiving many phone calls at City Hall wondering what the new fee on their water bill is and what it will be used for.  The Capital Improvement Program (CIP) fee was approved by the city council upon the advice of the financial advisor that was hired by the city to help obtain the Oklahoma Water Resource Board (OWRB) loan that was needed to expand the waster water Plant because of a consent order by the DEQ.  Whew!  Let me clarify……

The CIP fee is a way for the City to catch up on long overdue improvements to our water and sewer treatment systems.  Our water and sewer plant and equipment is very old and just like an old car, it wears out and must have parts replaced in order to keep it running.  The sewer treatment plant is currently in violation of state environmental laws and must be updated to avoid fines from the State of Oklahoma.  By charging the CIP fee, and keeping the money in a separate account, we can show the citizens of Eufaula where the money is going.  The purpose of the CIP funds are to help take care of our infrastructure, either to pay for plant and collection system improvements (such as pipes), to pay back bonds used to finance capital improvements or to repair and maintain roads.  The money is NOT used to pay salaries or other operating costs.

The CIP fund will take some time to grow but we feel that it is a smart, collaborative effort and the first step towards improving our City.  And you as a citizen can be proud that you helped share in this plan for this place you call home.  As you know our City has many needs and we here at City Hall are well aware of the problems.  With diligence and patient we may accomplish our goals and dreams for the City.

"Tempus Fugit"
Tempus fugit is a Latin expression meaning "time flees", more commonly translated as "time flies". My, oh my, how it flies!  It’s hard to imagine that it has been 6 weeks since I was sworn in as the first woman mayor for the  City of Eufaula.  Of course, it has been well over a year ago that I decided to run and 8 months since I announced the intention.  After what seemed like the longest election ever, I am now beginning to settle into the position and have spent much time digging into the many piles of paperwork. Everyday is a new discovery and a learning experience.  I am very fortunate to have a very dedicated, supportive and knowledgeable staff and crew. 
 
My term started out with a bang and all the 4th of July activities.  Putting in place a camping site ordinance and implementing the plan in just a few days. Everyone seemed thrilled with the fireworks show and comments were good on having the event back at the ball field. 
 
On a somber note; the extreme hot weather has affected our water lines and has caused many water line breaks.  Please be patient and careful around the work sites.  Todd Warren is the Public Works director and one hard working individual.  I need to squash a  running rumor:  that my crew spends more time sitting in the shade than working.  Really?  Since the day I took office we have had at least 16 water and sewer leaks repaired, a dozen or more street repairs or maintenance as well as general trash pick-up in parks and public areas, debris removal, trash bins, mowing, weed eating, meter reading, meter replacing, water on, water off, inspections of all sorts, vehicle maintenance, future planning, brush clearing and trimming, maintaining the community center and city hall just to name a few…..  Our crew takes care of all the corps land around the lake cove and Peter’s (South) Point.   Let’s not forget that during this time they have also had to prepare for
the implementation of camp sites,  4th of July lake and concert visitors and the Whole Hawg weekend.   All this with a crew of 7 men.  I have to applaud them.  With the heat index and temperatures well over 100 degrees for days on end, any individual who works outside is recommended to take breaks every 15 to 30 minutes and stay hydrated in order to avoid heat stoke or exhaustion. The crew is no good to the city if they are unable to work.  The next time you see a city worker, thank them for keeping you in water and doing all they can to keep the city of Eufaula beautiful.

Speaking of water, we have asked citizens to be conservative in their watering.  I know lawns and gardens are drying up everywhere but Paul Sturgeon the water
plant supervisor has been working diligently to keep our current one water tower full and running so we can have water and water pressure.  However, the down side is we are using a lot of chemicals because we are running the water full time and the heat also factors in. The tall tower behind the high school is still on schedule to be completed by the middle of August.  
 
As the chamber of commerce and city prepares for going “Whole Hawg” before school resumes I’m reminded of the unity, beauty and togetherness that our big little city has to offer.  The city council and I strive to look down the road and bring only good things for Eufaula.  The economy is tough right now, we have all felt the crunch, even the city.  I want to thank all of the civic organizations and individuals who have given freely of their time to help in any way possible to clean, beautify and promote the image of Eufaula.  Let’s work together and for each other and make our city the best it can be.
